Jones reached the settlement with the city after suing in federal court for civil rights violations, assault and other infractions after he was beaten by former patrolman Jeffrey M. Asher with a metal flashlight while he was prone on the hood of a car during a traffic stop on Rifle Street. A nearby resident caught the incident on video and ultimately released it through Jones' lawyer to MassLive.com.

Jones is black and Asher is white; the retired officer was convicted of assault and related crimes in connection with the beating and is serving an 18-month jail sentence. Jones, on the other hand, is being held without the right to bail on unrelated charges including cocaine trafficking and domestic assault.

The issue polarized the city, with many calling for reforms in police oversight and a large pro-police faction pointing out that Jones had an extensive criminal record prior to the 2009 traffic stop.

The civil settlement was split into two parts: $300,000 for legal and medical bills and the balance to Jones in a series of payments meted out monthly and in larger chunks over time to Jones, beginning in 2014.
